In '''''1978''''', [[Larry Bond]] was a young naval officer and first tried NAVTAG. Even though the data was classified and probably accurate, he considered the simulation unplayable. The designer of NAVTAG was Neil Byrne, a naval officer himself, and he told Larry Bond that the rules were kept deliberately vague as to encourage improvisation. Bond thought he could do better, and begin to create what is known as the '''''[[Harpoon]]''''' series of naval warfare simulations today. 

At first he asked permission from the Navy to use parts of NAVTAG that he felt worked very well such as the damage model. The Navy refused due to copyright issues with NAVTAG's developer.

Using the only unclassified sources available to him at the time, ''Jane's All the World's Ships'' and ''Combat Fleets of the World'', and his academic background (a bachelor's degree in quantitative methods) he created the Harpoon game system in one week. He used two simple formula's in his creation. the first, determined a ship's damage point value based on the ship's tonnage with some modifications to allow for ship type and construction methods. The second, determined the damage inflicted with a weapon system based on the warhead's weight.

For two years he tested this new system while at sea and just before leaving the Navy, he sent a copy to Dave Arneson the founder of Adventure games who offered to publish it. '''''Harpoon''''' was born.

Harpoon -- in its most recognizable form -- was released in its 3rd edition by GDW. Tom Clancy and Larry Bond were fascinated by several questions:

* Can Trans-Atlantic convoys survive in the modern missile era?
* Who has the advantage in US/Soviet submarine warfare?
* Are US carriers fortresses, or an Achille's Heel?

They gamed out numerous scenarios, and this experience would later inspire Tom Clancy's novel Red Storm Rising. GDW scored quite a coup by developing this soon-to-be popular naval wargame in 1987.

The era of modern naval combat began on October 21, 1967 when Egyptian missile boats launched four Soviet made Styx surface-to-surface missiles and sank the Israeli destroyer Elath at a range of 13.5 nautical miles. The face of naval warfare changed forever!

Harpoon 4, by Larry Bond and Chris Carlson handles all aspects of maritime combat: surface, sub-surface, and air. Harpoon 4 is a system of detailed but comprehensible rules covering the many facets of modern naval actions. White Ensign discusses each conflict in which Commonwealth naval forces were involved from 1960 to the present day. The scenario book includes a brief introduction to the political and economic aspirations of the potential belligerents, and is followed by a discussion of their capabilities and military plans for the immediate future. There are 4 scenario sets containing a total of 26 engagements, many of which are suitable for solitaire play. The scenarios can be played individually or as part of a mini-campaign. And just in case 26 scenarios are not enough, a scenario generator for the hotly contested Spratly Islands is also included.

The fleet and air force lists contain all the platforms currently in service plus those expected to come on line over the next few years. Rounding things out is an extensive bibliography and reference section and errata for Harpoon 4 rules and data annex.

The Data Annex contains almost every platform available since 1980 as well as quite a few older ones that are now out of service. The vast majority of the data on the weapons and sensors are new and have previously not been listed in Harpoon 4. This wealth of information will allow the modern naval enthusiast to explore various combinations of systems, much as the nations involved do when preparing threat analysis. Short of actually being on the bridge or in the cockpit. there is no better simulation.

Based on what we have learned since the collapse of the Soviet Union, it compares, for the first time, the strengths and weaknesses of the Cold-War adversaries at the height of their power. In High Tide, the Harpoon design team of Larry Bond and Chris Carlson is joined by Jay Wissmann, who has contributed the scenarios.

The 128- page scenario book provides thirty naval battles, covering all types of naval operations: antisubmarine warfare, convoy operations, mining missions, amphibious landings, air-strikes on land and naval target, special missions, and sub-on-sub engagements from between 1980 and 1989.


Sidebars describe the naval technology of the time, as well as important events and key leaders. Over half the scenarios are part of a linked campaign based on a story line written by Larry Bond and Chris Carlson. The foreword was written by Dr. John F. Lehman, Secretary of the Navy from 1981 to 1987. Dr. Lehman was directly responsible for the condition and performance of the U.S. Fleet, and its amazing buildup during that decade.

High Tide's Data Annex is a comprehensive listing of platforms, weapons and sensors for naval, air, and some land units. Each ship class entry has a full listing of its sensors, offensive and defensive weaponry, as well as dates and details of refits. Aircraft entries list their performance, sensors, and possible ordnance loadouts. Separate annexes are included for torpedoes, naval guns, naval and land-based missile systems, antisubmarine weapons, anti-missile weapons, radar, sonar, aircraft weapons, and more, including nuclear weapons, all organized by nation. All the data is based on real-world information, and is the most accurate unclassified source in existence. The rule book (H4.1) has 128 pages of useful information, systematically covering all types of naval and air warfare. The rules, which are the basis for the computer game, describe how weapons and sensors behave, individually and in combination, how to improve their performance or reduce their effectiveness. The damage rules describe what happens when a ship or aircraft is hit, and details the lethality of the different types of weapons. Sidebars provide deeper background and guidance on basic tactics.Completing the boxed set are 210 ship (1/2"x 1") and 140 aircraft and weapons counters (1/2"x 1/2"), displaying the graphic quality that has come to be expected from a Clash of Arms product.

Harpoon 3 is a Real-Time Naval War Game on an Operational/Tactical level. It accurately models and simulates Naval and Air Warfare. Including most aspects of Naval and Air combat including editable platforms, sensors, and weapons.
